Su-jin, the cunning Deputy Prime Minister, remains a formidable adversary. She uncovers Dong-ho's role in the attempted assassination of President Jang and uses this leverage to manipulate Sang-woon, the powerful Chaebol leader. Sang-woon, blinded by his desire to free his father and secure his inheritance, becomes a pawn in Su-jin's game.

Meanwhile, Dong-ho recognizes the need for swift action. He appoints Jang-seok as Prosecutor General, aiming to cleanse the prosecution of corruption. However, this bold move further strains his relationship with the political establishment. He also attempts to forge an alliance with Chairman Park, but the latter is wary of taking on the powerful President Jang, even in his incapacitated state.

The episode reaches a fever pitch when Dong-ho devises a risky plan to neutralize Sang-woon. He invites Sang-woon to the Blue House under the pretense of accepting his demands. However, the tables are turned as Dong-ho attempts to poison Sang-woon, framing him for the attempted murder of both himself and President Jang. Yeon-suk, now a loyal ally to Dong-ho, plays a crucial role by manipulating the narrative through a press conference.

As Dong-ho lies in the hospital, poisoned himself, Su-jin attempts to ensure his demise. However, President Jang's sudden regaining of consciousness throws another wrench into the plans of both Su-jin and Dong-ho.

The episode ends with a cliffhanger, leaving us to wonder if Dong-ho will survive the poisoning and what impact President Jang's awakening will have on the precarious balance of power. "The Whirlwind" continues to be a thrilling exploration of political intrigue, where loyalty is fleeting, and the cost of justice may be very high.
