A chilling flashback reveals the origins of Dong-ho's vendetta against Sang-woon. We learn that a young Dong-ho, filled with idealism, failed to convict Sang-woon for fraud, setting the stage for their ongoing rivalry. This episode also sheds light on Su-jin's complex relationship with Sang-cheon. Through another flashback, we discover the dark secret that binds them – a past filled with torture and betrayal.

Su-jin, ever the opportunist, uses this shared history to manipulate Dong-ho. She plays on his anger and grief over Gi-tae's death, pushing him to the brink of abandoning his own candidacy. However, Dong-ho outwits her, orchestrating a last-minute power play that forces Su-jin to begrudgingly support his bid for president.

A temporary alliance is formed, a pact fueled by convenience rather than genuine cooperation. Su-jin throws herself into managing Dong-ho's campaign, aiming to steer him towards victory and solidify her own position in the future.

Meanwhile, Sang-cheon, the opposition candidate, capitalizes on the public's fear of North Korea to bolster his own campaign. Su-jin throws a wrench in his plans by anonymously leaking sensitive information about Sang-cheon's family ties to North Korea. While this revelation weakens Sang-cheon's support, Dong-ho wrestles with accepting such ethically questionable tactics.

The final presidential debate becomes a battlefield of accusations. Dong-ho, armed with the leaked information, exposes Sang-cheon's family secrets, leaving the latter's reputation in tatters. Su-jin, fueled by a desire for revenge, relishes Sang-cheon's downfall.

Dong-ho emerges victorious, securing the presidency. However, his triumph is short-lived. In a shocking twist, Su-jin reveals she possesses a compromising recording that could destroy Dong-ho's career. This cliffhanger ending leaves us questioning the future of the new president and the true extent of Su-jin's ambition.

"The Whirlwind" continues to be a captivating exploration of power, sacrifice, and the blurred lines of morality in the political arena. It reminds us that even the noblest intentions can become tainted by the pursuit of power, and that alliances forged in desperation can be just as easily broken.
