Miguel monitored Gilberto's phone calls and heard Gilberto persuade Zipi and Bacho to accept the new negotiation agreement, but Bacho believed he was not ready to surrender. Miguel brought the body of the North Valley Cartel drug dealer who had attacked him before Evio's eyes and told him to call him.

Pena told the U.S. Ambassador that Fernando was the traitor among them, the one who had leaked information to the Cali Cartel, but the U.S. Ambassador refused to believe it. Pena said their informant had staked everything on this, and only capturing Miguel could guarantee his safety. The Ambassador retorted by asking him which matter was more important.

Jorge sent a message saying Miguel had a new hiding place. Chris suggested Pena take a gamble and rescue Jorge first, and Pena finally decided to take action to arrest Miguel within the day. Pena went to General Serrano, told him about Miguel's location, and hoped he would provide support to the DEA again. General Serrano said his superiors had spoken to him after the last incident, and even if Miguel was arrested now, he would be released soon. Pena assured him that Miguel would not be able to get out of prison, and General Serrano decided to take the risk.

Fiestl informed Jorge of the operation, and Jorge was extremely worried about his family's safety. Jorge returned home, told his wife the situation, and told her not to worry about him. Miguel summoned Zipi and Bacho, clearly telling them he had monitored Gilberto's phone calls. He said Gilberto's surrender plan was completely unworkable, and the things he had promised them were just one of his schemes.

Miguel gave the New York drug laboratory to Zipi and told Bacho the hiding place of the North Valley Cartel drug dealers who had tried to assassinate him. The three quickly reached a consensus, and Miguel officially replaced Gilberto as the top godfather of the Cali Cartel.

Jorge told Miguel that DEA agents had returned to Cali and suggested Miguel move immediately. Miguel agreed and started packing his things. David led his men to the DEA's safe house in Cali but found no clues linking it to Jorge. Unfortunately, as David was leaving, he noticed a surveillance camera on the street corner. After obtaining the footage, he saw Jorge appear there and concluded that Jorge was the mole they were looking for.

Pena deliberately leaked the news of Miguel's arrest to Fernando and then went to see Carolina. Carolina said she had found evidence in the account books Pena had given her that Fernando had accepted bribes from the Cali Cartel. Miguel received a call from Fernando, told Jorge the news, and this further confirmed that Jorge's intelligence was accurate.

David called Miguel to tell him Jorge was the mole, but Miguel was listening to a phone recording and didn't notice. Jorge also noticed but didn't remind him; instead, he got up and left. When Fiestl saw Jorge come out, he notified Pena that the message had been passed on, and Pena was even more certain that Fernando was the traitor.

Maria's son saw the phone and handed it to Miguel. After learning the truth, Miguel called Jorge in. Fiestl realized something was wrong when he saw Jorge go in, immediately reported to Pena, and demanded to storm in immediately to ensure Jorge's safety. Pena agreed.

Sure enough, as soon as Jorge entered, he sensed the tense atmosphere. Miguel had his men restrain Jorge and accused him of eating from both sides and betraying his trust. Miguel wanted to execute Jorge personally, tightening a plastic bag over his head, and Jorge struggled to breathe. Fortunately, Fiestl broke in just in time, and Miguel fled in haste, allowing Jorge to escape safely.

Shortly after Miguel fled, he was intercepted by General Serrano, and Miguel was formally arrested. Chris arrived at Jorge's house before David, arranged for his wife and daughter to go upstairs, and stayed alone to deal with David and his accomplice. After a fierce gunfight, he successfully got them out. Knowing his wife and daughter were safe, Jorge knew their plan had succeeded.

Pena was overjoyed when he heard that Miguel had been arrested and Jorge was safe. Carolina came to tell him that the money the Cali Cartel had channeled into Fernando's campaign team through Eudora had been clarified—it had all been used for the presidential campaign, which did not constitute money laundering but only political donations.

Pena reported to the Ambassador that Fernando was colluding with the Cali Cartel, and even the president was involved. The Ambassador handed Pena the CIA's wiretap recordings and said they had known about it all along. Pena understood that the Ambassador meant they would not intervene. Miguel met Gilberto in prison, and Gilberto said his arrest was beneficial to the entire surrender plan—now only Zipi and Bacho needed to turn themselves in.

Late at night, Pena stood staring at the Cali Cartel's relationship diagram, lost in thought. A CIA agent told him that regardless of what happened, he was a hero for capturing two drug lords. Pena asked him if he had known about the recordings all along. The agent told him that what mattered was never how the goal was achieved, but what happened after it was achieved. Pena fell silent, stared quietly at the diagram, and then turned to leave.
