He soon realizes this government agency is no different from Vought International in essence. When handling the case of "Termite" (played by Brett Geddes), a supe with the ability to shrink his body, the Boys successfully subdue this fugitive—who was on the run for accidental manslaughter—using a 3.2-foot-tall cocaine bag. However, to protect Termite’s endorsement contracts, Vought only sends him to rehab and instead hands over another powerless supe with no background as a substitute sacrifice.

Homelander (played by Antony Starr) falls into a public relations crisis after Stormfront’s death. Vought executive Edgar (played by Giancarlo Esposito) seizes the opportunity to promote Starlight (played by Erin Moriarty) as the co-leader of The Seven, attempting to balance Homelander’s power. This decision causes Homelander’s approval rating to surge by 44% among white men in the Rust Belt, while dropping by 10% among urban youth, exposing the deep-seated contradictions of social division. Starlight’s feminist speech at her inauguration is edited into marketing material, making her realize she is just another pawn for the company to manipulate public opinion.

At the end of the episode, Butcher injects V24, a temporary supe serum, for the first time. When Butcher’s eyes shoot laser beams to destroy a target, Hughie witnesses the entire scene from the other end of the monitoring screen.

Episode 2: Cold War Secrets of Payback and the Overture of Revenge
A conflict erupts between Butcher and Hughie over the use of V24: Hughie insists on the possibility of reforming the regulatory system, while Butcher is convinced that only violence can counter supe tyranny. The two follow clues to a Cold War museum and uncover the truth about the Payback team through 1984 archives. Led by Soldier Boy (played by Jensen Ackles), the team includes Black Noir (played by Nathan Mitchell) and Crimson Countess, and once served as a secret weapon for the U.S. government to carry out dirty missions. Their superpowers originate from V5 Compound, a legacy of Nazi experiments from World War II.

Flashbacks reveal the team’s betrayal: during a mission in the Soviet Union, team members plotted to rebel against Soldier Boy due to his violent outbursts. Black Noir was severely burned in the conflict, resulting in facial disfigurement and permanent muteness, while Soldier Boy was handed over to the KGB as an experimental subject. Archive photos show the explosion temperature at the time reached 6000°C, forming a metaphor for the continuity of historical violence with the explosion threshold of modern Compound V Generation 5 samples. This discovery confirms Butcher’s belief that Soldier Boy’s power is sufficient to counter Homelander.

Homelander puts on a "sincere confession" in front of the public, sobbing about his "grievances" of being manipulated by the company. The Boys infiltrate a secret base in Russia, which was once a Soviet laboratory for superpower research. When a guard is about to shoot Mother’s Milk, Hughie suddenly injects V24 and rescues his teammate at lightning speed—his superpower manifests as molecular-level shrinking and teleportation, but his clothes cannot change synchronously, leading to the awkward situation of being naked after the rescue. Butcher, on the other hand, demonstrates laser eyes and invulnerable physique similar to Homelander’s. The two cooperate to eliminate the guards, but an accident occurs when opening the containment device.

The awakened Soldier Boy shows unstable destructive power, and the energy level of the laser beams emitted from his chest far exceeds that of Homelander. Kimiko (played by Chloë Dunn) steps forward to protect Frenchie and is hit by the beam, resulting in the loss of her superpowers—her cell regeneration rate plummets from 38 times per second to 5. Surprisingly, this makes her feel relieved, as she has long longed for an ordinary life. Soldier Boy reveals that some members of the Payback team who betrayed him are still alive, and Crimson Countess is his next target.

Starlight discovers a shocking secret in Vought’s database: V24 not only has severe side effects, but 3-5 injections are fatal. She urgently tries to contact Hughie but fails, then turns to warn Butcher, only to find that Butcher has long known this and plans to continue using it. The two confront each other at Crimson Countess’ house, and Soldier Boy’s cruel torture of his former lover causes a rift within the Boys. Driven by the pride of "being a hero," Hughie chooses to continue following Butcher and using V24, pushing his relationship with Starlight to a freezing point.
